This position will be responsible to provide guidance, support and solutions for various export compliance activities to include encryption, transfer of technology, red flags, sanctions and ECCN classification while supporting the Sr. Manager, Program Management (Quality) to support the Americas Site Advocates as it pertains to cross-site audits, self-assessments, internal controls and customs valuation.

Primary Job Scope and Responsibilities:

  • Participate and /or lead in Cross-Site Audits
    • Communication related to the Cross-Site Audit
    • Document and report audit findings
    • Outline the expectation for the site to develop corrective actions to address audit findings
    • Monitor the site’s progress on their corrective actions. Provide support when needed.
  • Support the trade compliance “advocates” to ensure –
    • Products are properly classified;
    • Controls are in place to comply with regulations;
    • Projects are prioritized based on risk.
  • Participate with the development of global and site training material and programs.
  • Provide support to Sr. Director and Sr. Managers to liaison with third parties regarding clarification on regulations relating to trade compliance activities, inquiries and investigations.
  • Prepare regular risk assessment metrics to assess trends, areas for improvements and report issues.

Export Compliance
  • Internal Control Plan
    • Responsible to maintain the Corporate Trade Compliance Export procedures
      • • Annual review
      • • Training ITC Managers and Advocates on changes
  • Export Control Classification Number (ECCN)
    • Responsible to be familiar with PerkinElmer’s products as it pertains to their applicability to the EAR.
    • Monitor and spot check accuracy of ECCN for risk assessment reporting
  • Red Flags
    • Escalation point in the U.S. for red flags as they pertain to either end-use, end-user, sanctions, etc.
    • Monitor and spot check accuracy of GTS SPL releases for risk assessment reporting
  • Act as the primary point of contact for all issues relating to encryption controls globally (including classification, registration & reporting requirements, import/export licensing, cloud services)
  • Transfer of Technology (ToT)
    • ToT U.S. Export Licensing to support the global R&D & service organizations
    • Training
    • Technology Control Plans
    • Terms & Conditions of licenses
    • Monitoring

Import Compliance
  • Customs Valuation program
    • Participate on the Customs Valuation Committee meeting
    • Assist with Chart of Accounts/General Ledger reviews as required
    • Monitor customs valuation to detect indirect expense related to royalty agreements and other indirect expense
