DEPUTY DIRECTOR: SCHOLARSHIPS PROGRAMME (FIVE-YEAR CONTRACT POSITION)

RESPONSIBILITIES:

The incumbent will be responsible for:

  • Doing research on programmes and institutions internationally;
  • Compiling and presenting reports on recommended programmes;
  • Developing relationships and networks with possible institutions;
  • Preparing implementation plans;
  • Serving as secretariat of the Scholarships Management Committee (SMC) and implementing SMC recommendations regarding scholarships management;
  • Assisting with the assessment of incoming scholarship offers and the implementation and rollout thereof;
  • Engaging with local and international representatives of institutions and governments and serving on scholarship selection committees;
  • Developing and implementing mechanisms to provide on-going support for students on scholarship programmes;
  • Managing the communication needs and visibility of the scholarships programmes (media, branding, website);
  • Co-ordinating the monitoring and evaluation of scholarships programmes, including setting up site visits to institutions, writing reports and assisting with the compilation of an overall report on all scholarship programmes;
  • Maintaining accurate records regarding all financial transactions;
  • Planning deadlines and ensuring adherence thereto;
  • Budget management and accurate recordkeeping of relevant expenditure;
  • Staff management;
  • Deputising for the Director when needed.

 

MINIMUM REQUIREMENTS:

  • An honours degree in an appropriate field;
  • Four years’ relevant work experience within a higher education context, which includes the development of policies/implementation of strategies, monitoring and evaluation, development and amendments of contracts;
  • A valid driver’s licence.

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge is required of:
    • The higher education policy environment;
    • Monitoring and evaluation models;
    • Financial management;
    • Database management;
  • Ability to write clearly and concisely;
  • Ability to undertake presentations and speak in public;
  • Ability to relate well and to communicate effectively internally with colleagues as well as with external partners;
  • Ability to work collaboratively;
  • Well-developed computer skills;
  • Research expertise, particularly in relation to data collection and analysis.

 

ADDED ADVANTAGES AND PREFERENCES:

  • A master’s degree in an appropriate field;
  • Supporting qualifications in data management and/or monitoring and evaluation;
  • Experience in an international context, particularly in higher education.

The all-inclusive remuneration package for this contract position will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines.
