1. Organizational setting

The World Maritime University (WMU) is a postgraduate and research university established in 1983 by the International Maritime Organization, the maritime agency of the United Nations. WMU offers M.Sc. and Ph.D. programs, postgraduate diplomas, and Professional Development Courses with the highest standards in maritime and oceans education and training.

The Professor position is located in the Faculty unit at WMU’s headquarters in Malmö, Sweden.

2. Main purpose

The position works under the supervision of the Vice President Academic, and functionally under the Head of the MSc. Specialization – Maritime Law and Policy. As a faculty member at the World Maritime University, the Professor is expected to provide teaching/mentoring and research and publication in his/her field of expertise. Work involves teaching regularly both introductory and specialty courses, mentoring PhD and M.Sc. students, serving on committees and panels, and providing service to WMU, IMO, and the maritime and oceans community. The Professor, as a Nippon Foundation (NF) Chair, will focus on Maritime Labour Law and Policy themes/issues that support both WMU and NF goals in this field.

The Maritime Labour Convention, 2006 (MLC) (2006) was adopted by the International Labour Organization (ILO) and has been referred to as the fourth pillar of international maritime legal regime alongside the three major IMO conventions – the International Convention for the Prevention of Pollution from Ships- MARPOL (73/78), International Convention for the Safety of Life at Sea- SOLAS (74), and the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers- STCW (78) as amended in 2010. The MLC, 2006 consolidates 68 existing ILO maritime labour Conventions and Recommendations as well as the fundamental principles and rights at work to be found in the ILO fundamental Conventions”. The MLC, 2006 has been acclaimed as the Seafarers’ Bill of Rights and as providing a level playing field for shipowners. The ILO Seafarers’ Identity Documents Convention, 2003, (No. 185) will also be a relevant Convention within the portfolio of the incumbent of the above-mentioned position.

Duties include engaging in research projects and scholarship leading to the publication of peer-reviewed articles, review articles, and scholarly books, and assisting in the development and execution of research projects and presentation of scholarly results.

As a member of the faculty and professional staff at WMU, the incumbent will work to keep WMU positioned as an academic institution of excellence and help advance the institution and its reputation.

3. Working relationships

Internal contacts – the Incumbent liaises and interacts with all faculty members on a regular basis as well as with support staff when needed.

External contacts – the Incumbent liaises with the global maritime and ocean community, intergovernmental organizations, non-governmental organizations, research organizations, as well as scientific journals and publishing entities.

4. Duties, responsibilities

The selected candidate for the position of Professor, Maritime Labour Law and Policy, should preferably have strong subject mastery/experience in the area of international maritime labour law and policy, as well as a proven track record of research and collaboration in capacity building. Expertise required relates both the MLC, 2006 and C.185. The incumbent will be required to teach these instruments in ways that not only raise awareness but also ensures that graduates are in a position to effectively support ratification and implementation of the provisions of the MLC, 2006 and Convention No. 185 in law and in practice. The role of the shipowners, seafarers and their organizations, classification societies, flag State inspectors and port State control officers are among the areas of expertise required. Improving the legal framework concerning maritime labour and supporting the effective implementation of the MLC, 2006 and C.185 for both shipowners and seafarers on the national, regional and global levels are the expected outcomes.

Responsibilities

Professors are expected, under the supervision of the Vice-President (Academic) to be engaged in:

  • teaching, including engagement in the MSc teaching programs in Malmö, and other locations as needed and assigned,

  • involvement in distance education (e-learning) and Professional Development Courses (PDCs), as required,

  • mentoring of PhD and MSc students and supervision of research theses/dissertations in the maritime law and policy field,

  • scholarship in the form of publications in peer-reviewed journals, books, book chapters, etc.,

  • the development of research projects, submission of project proposals, management of projects,

  • presentation of research findings at professional conferences and meetings,

  • service on WMU committees and work groups, and active participation in administrative, academic, and curriculum duties.


Qualifications, competencies and professional experience

The successful candidate will have:

  • Fluency in spoken and written English,


  • Effective communication skills in an international and diverse academic community.

  • Teaching/Mentoring

    • Engagement in the PhD program at WMU Malmö in terms of supervision/mentoring and the progression evaluation process,

    • Engagement in the MSc teaching program at WMU in Malmö, Dalian, and other locations as needed and assigned.

    • Assist in the development and/or delivery of Professional Development Courses (PDCs) as a part of a coordinated approach to assigned teaching duties.

    • Participate in Distance Education courses in a coordinated fashion.

    • Maintain active engagement and remaining up-to-date in area of expertise, including 
collaborating with UN agencies, the maritime industry and professional bodies.

 

  • Outreach/Engagement/Service

    • Service on Academic Council, providing service to WMU committees and work groups, and active participation in administrative, academic, curriculum and international/community outreach duties as required.

 

  • Research/ScholarshiAssist in the development of research projects, submission of project and research proposals as a member of one of WMU’s research groups.

  • Dissemination of research findings at professional conferences and technical meetings.

 

5. Minimum requirements – education, experience and language skills

Education

Essential

Ph.D in law, political science or economics with expertise in maritime labour law or related field – including areas such as international labour law or employment law, public/private maritime law, immigration law, and dispute resolution in the maritime sector, flag and/or post State inspection.

Experience

Essential

  • Minimum of 10 years experience in teaching at the postgraduate level, preferably within the areas of maritime labour law, or a related maritime law field.

  • A track record in research and scholarly publication in maritime law,

  • Experience in leading/managing research projects related to the maritime law field and in 
capacity building programs for developing countries.


Desirable

  • Professional experience in the maritime sector preferably at a management level

  • Experience in planning and organizing field studies for students.

  • Experience in organizing conferences and seminars and fund-raising.


Languages

Essential

  • Fluency in spoken and written English.


Desirable

  • Knowledge of another UN language would be an advantage.
