Public Services Accountability Monitor: Program Officer (1 Year Contract)

In terms of Immigration Legislation (Act No. 13 of 2002 & Regulations), international staff members (non-SA citizens) have to comply with the provisions of the Act. This therefore means that the period of employment to non-SA citizens will be guided by the validity period of the work permit.  In line with legislation governing employment of foreign nationals, employment contracts will be offered on the basis that a development plan would be implemented for the transfer of skills to a South African resident. The onus is on candidates to ensure that they are in possession of a valid work permit before the commencement of employment at the University, failing which the employment with Rhodes University will be terminated.

Purpose

To contribute to the roll out of an effective PSAM Regional Learning Programme mainly through training on the Fundamentals of Social Accountability Monitoring course; conducting regional work research; contributing to the establishment and management of learning partnerships to test the applicability of the PSAM approach and tools in various countries within Sub-Saharan Africa; contributing to the development and implementation of an effective programme monitoring and evaluation system.

Requirements

Honours degree or equivalent and 3 years’ relevant experience, where such experience includes:

• A year’s experience in research
• Previous teaching experience
• Previous administrative experience
• Attendance at the Fundamentals of Social Accountability Monitoring Course at Rhodes University
• Previous experience in research, analysis of information and report writing
• Experience working in a research/NGO environment will be an advantage
• Experience working at a regional level within Africa would be an advantage
• A publishing record is an advantage

Remuneration

Approximate total package per month:  R 30,069.10
