The School invites talented, qualified and self-driven individuals to apply for this vacant position within its Executive Education Department.

The successful candidate will take responsibility for managing Municipal Finance Programmes from inception to graduation. This role would include, but not limited to overall marketing,  promotional development and strategic alignment of the department; programme design and customization; business development which includes proposal development and pricing; academic planning and programme scheduling; ensuring a seamless delivery of the programmes; managing relationships with internal and external stakeholders and offering support where necessary; programme evaluation and learner assessment and certification; complete programme budget holder oversight; recruitment of programme staff and sessional lecturers. The incumbent will troubleshoot problems as they arise and be directly responsible for ensuring quality of service provision on the programmes. Provide direct line management for the Unit’s programme staff and academics involved in the programme. This role reports to the Director of the Executive Education.

Key responsibilities

  • Design, customize and research the course content for the purpose of providing current and an engaging curriculum for participants;
  • Prepare, price and present proposals including project scope and timeline to clients;
  • Interface with the National Treasury, CoGTA, Municipalities and other key stakeholders to ensure that the programme content and delivery is in line with the Minimum Competency Level Regulations;
  • Interface with the LGSETA to ensure that courses are aligned to the required unit standards, are accredited and endorsed, that as a service provider we are also accredited, that the facilitators, assessors and moderators are registered and all learner achievements are endorsed and submit reapplications for programme renewals when necessary;
  • Compile monthly, quarterly, mid-term and yearly status, progress, trend, forecasting and variance reports for University, National Treasury and the LGSETA;
  • Ensure business continuity for the unit by marketing programmes, following leads and personal visits to clients;
  • Ensure general organisation of project delivery including all inputs and processes, this includes but is not limited to planning, scheduling, preparing and managing budgets, recruitment and selection of students, screening of applications, lecturer allocation, working closely with lectures in producing course material, ensuring that the students are aware of the rules and Standing Orders that govern their programme, lecturer and student support, student and lecturer evaluations and , project monitoring and evaluation;
  • Engage with relevant support departments including Finance, Legal, APO and HR;
  • Promote positive relationships between the students and WBS and manage and deal with conflict that arises with students in the classroom and in syndicates;
  • Lead and manage programme staff and part time lecturers by providing context, setting performance standards and educating on process, quality and University policies;
  • Trouble-shoot issues on behalf of programme staff, relating to programme budget approvals, annexures, lecturer and client contracts, venue bookings and any other service support matters;


Minimum academic requirements

  • Master’s degree in General Management/MBA or Master of Management;
  • At least  5 years’ experience in a similar role;
  • Proven management/ leadership experience;
  • Knowledge of the Higher Education environment, university policies and accreditation requirements;
  • Computer literacy – entire MS Office suite at an intermediate to advance level ;
  • A valid driver’s licence and willingness to travel.

  • Knowledge of commercial & business education needs & environment, and customization of concomitant programme design;
  • Knowledge of and ability to apply pedagogical principles;
  • Knowledge of requirements of the various bodies and stakeholders.


Additional details

  • 6 – 10 years’ experience in a similar role;
  • Knowledge of 3 of the SA official languages;
  • Knowledge of the local government sphere, eg, the College of People Management and Development: Municipal Finance.
