The Chief Information Officer is a senior management position, established within the office of the Chief Operating Officer (COO) to give strategic direction to and lead the broad area of Information and Knowledge Management.  The area provides central support for the myriad and vital information and telecommunication functions of the University, facilitating achievement of the University’s goals. The function oversees a sizeable operating budget and a large staff in the areas of the Computer and Network Services (CNS), Telecommunications, Strategic and Management Information Services.  These areas are responsible for hardware, software, ICT infrastructure development and maintenance, as well as data mining for management and statutory reporting. A key requirement is that the position holder needs breadth of vision and an understanding of the academic and research intensive environment.  The University is increasingly focused on advanced and ever-evolving systems for the management of knowledge and information generation and dissemination platforms. S/he will need to develop and maintain a future-orientated, innovative and far-sighted methodology for the provision of information, for information management and for telecommunications services to the University, as it aspires to be in the top 100 Universities in the world.  It is expected that the appointee will have an appropriate post-graduate qualification and substantial relevant experience in a senior management or leadership role in the field of harnessing knowledge, and preferably in an academic environment.

As the portfolio head of Knowledge and Information Management and related entities, the incumbent provides leadership in the management of the University’s key information resources. Given the centrality of information to decision making and scholarly pursuit, the incumbent holds a key position in the University’s progress towards achieving its objectives. This needs to be achieved in the context of the prevailing dynamic and challenging financial, technological and educational environments.

REQUIREMENTS

    Appropriate post-graduate qualification/s and/or substantial relevant experience in a senior management/leadership role in knowledge and information or information and communication technology related fields. Proven capacity to successfully manage a very large knowledge and information management (or related academic and technical) project portfolio involving multiple and frequently competing stakeholders. Proven capacity to lead a large and diverse team in their contribution towards creating and achieving organisational goals and academic needs for information and related support. Proven capacity to effectively promote, manage and implement significant organisational change within a complex and dynamic ICT environment. Proven capacity to deliver services that are competitive in the information management sphere and internationally accredited for quality. Excellent interpersonal skills, including the ability to facilitate and deal with conflict sensitively and constructively, as well as use appropriate negotiation techniques and influencing styles to achieve desired outcomes. Proven capacity to create new business opportunities and develop productive partnerships. Proven capacity to instil and maintain a climate of continual improvement and quality assurance in a range of large, multi-disciplinary workforces. Demonstrable understanding and application of equity and transformation in the workplace.
  1. Proven  information and communication technology leadership skills and capacities.
  2. Proven experience in governance requirements for an ICT environment, and the management of large data sets.
