Technical Services & Contracts Manager

To plan, manage and deliver an efficient, effective and sustainable statutory and non-statutory service response. This includes an inspection and repair service on planned works and responsive repairs delivered through performance management of a mix of directly employed labour and external contractors.

To demonstrate and assure statutory compliance levels to set standard across the controlled areas.

All delivered services are based on identified and understood customer requirements and compliance with statutory requirements and industry best practice.

The post holder and team will provide specialist technical and statutory and advice to the Estates office and the wider University.

To lead on Contractor Management including contract performance and tendering.

Act as an Authorised Person to control safe working practices in certain mechanical and electrical systems.

Person Specification

Knowledge, experience and qualifications

• • Formal education to degree level or engineering equivalent, in a relevant discipline.
• • Substantial experience of managing PPM for both statutory and non statutory work streams via technical staff across diverse technical backgrounds.
• • Significant knowledge and experience of managing statutory requirements for a large and diverse portfolio of buildings.
• • Significant experience in the management of a diverse range of technical service contracts.
• • Knowledge of legal and operational contract principles and management.
• • Highly-developed knowledge of the principles and current best practice of maintenance in public sector organisations, and an understanding and recommendations on future technological and process change and innovation.
• • Well-developed knowledge of how maintenance activities inter-relate with other activities within a significant and diverse HE, Public Sector or Commercial property portfolio.
• • Authorised Person in Electrical or Mechanical disciplines
• • Membership of a relevant professional body or working towards
