RESPONSIBILITIES:

The incumbent will be responsible for:

  • Providing leadership in respect of the Accounts Payable Division according to the vision, mission, aims and objectives of the Department of Finance and the University’s strategy;
  • Providing advice and support to the Deputy Director, as required; 
  • Providing a complete monthly progress report and analysis of the Divisions’ performance against the departmental plan;
  • Organising the activities of the Division to serve its strategic focus and that of the Department and the University;
  • Establishing effective work relationships and communication channels with internal and external stakeholders and other relevant entities;
  • Maintaining high levels of integrity and acceptable ethical standards;
  • Performing continuous short-term and medium-term planning to ensure the effective functioning of the Division,
  • Drafting and/or amending Division policies and procedures to support new or current UP Finance strategies and to align this with corporate governance requirements;
  • Establishing an organisational structure in which posts can be utilised to cover the complete extent of functions. Continuously reviewing the structure and systems, based on formulated aims and strategies, to ensure optimal and effective work output;
  • Developing and establishing relationships and lines of communication between substructures and individual posts, to ensure that staff members succeed in rendering services that achieve optimal client satisfaction;
  • Monitoring the functioning of the Division and establishing systems for continually identifying and addressing any gaps and/or shortcomings;
  • Ensuring compliance to legislation, regulations and national policy directives applicable to the finance management function;
  • Ensuring compliance to legislation, regulations and national policy directives applicable to VAT;
  • Contributing toward minimizing or eliminating risks that the Division may be exposed to through taking appropriate steps proactively within the sphere of the post’s portfolio; 
  • Ensuring compliance with the UP Finance risk register and audit requirements;
  • Identifying and defining the functional terrain of the Division, within the parameters of the strategy of the Department, in consultation with the Deputy Director;
  • Creating opportunities for optimal performance by supplying adequate and required operational and logistical support systems;
  • Providing leadership regarding the Division’s operational activities and monitoring on a continuous basis.

MINIMUM REQUIREMENTS:

  • BCom degree;
  • Eight years’ financial experience;
  • Three years’ financial experience in higher education;
  • Four years’ management experience.

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge of:
    • Accounts payable systems;      
    • Financial entries;
    • Knowledge and understanding of universities in general;
  • Computer literacy in main frame and spreadsheets, e.g PeopleSoft, MS Word, Excel, etc.;
  • Precision and accuracy;
  • Negotiation and communication skills;
  • Organisation skills;
  • Management experience.

ADDED ADVANTAGES AND PREFERENCES:

  • Applicable BHons degree;
  • Knowledge and experience of the PeopleSoft ERP System.

The total remuneration package for this position ranges from approximately R 637 320 to R 812 286 as determined by UP policy guidelines. (These amounts include the University’s contributions to standard UP benefits, namely provident fund, group life and funeral cover, but exclude contributions to medical aid, as the latter varies per employee.) UP subscribes to the BESTMED medical aid scheme and contributes 50% of the applicable monthly premium.
