DEPUTY DIRECTOR: FINANCIAL AND PHYSICAL PLANNING (FIVE-YEAR CONTRACT APPOINTMENT)

PEROMNES POST LEVEL 6

RESPONSIBILITIES:

The incumbent will be responsible for the following:

  • The assessment of infrastructure project plans/submissions for approval by the Minister to ensure cost effectiveness and value for money;
  • Analysing annual audited infrastructure progress reports submitted by universities to ensure effective and efficient use of earmarked funds;
  • Drafting submissions to the Director-General/Minister for the approval and amendment of project plans, the use of interest and savings, virement of funds, etc;
  • Conducting in-year monitoring through the co-ordination and analysis of Quarterly PICC expenditure reporting on the SIP14 (Higher Education) infrastructure projects;
  • Conducting site visits and compiling reports for monitoring and audit purposes to ensure the effective and efficient use of earmarked funds;
  • Assisting with work streams related to the provision of student housing and the task team on the transfer of immovable government property.

 

MINIMUM REQUIREMENTS:

  • A three-year degree in either Economics, Finance or Administration or an appropriate relevant qualification in the Built Environment;
  • A minimum of five years’ relevant work experience with at least three years at Junior Management level;
  • Experience in the administration of earmarked grants/subsidies or infrastructure projects;
  • Post School Education and Training experience (PSET);
  • Possess a valid Driver’s Licence.

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge of the following:
    • Public Finance Management Act (PFMA) and applicable Treasury Regulations;
    • Legal and policy framework governing the University sector;
    • MTEF budget processes, public finance management and administration;
  • Computer literacy (Advanced: MS Word, Excel and PowerPoint);
  • Ability to communicate effectively both verbally and in writing;
  • Hardworking individual who is self-motivated;
  • Analytical skills;
  • Planning and organising skills;
  • Monitoring and evaluation skills;
  • Professionalism;
  • Client oriented.

 

ADDED ADVANTAGES AND PREFERENCES:

  • A Built Environment qualification.

The all-inclusive remuneration package for this contract position will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines.
