Job Details

Currently, many housing laws and policies are passed and carried out without any previous economic assessment. Thus, penalties, tax increases or even expropriation for keeping empty properties are negative incentives to tehoretically increase the housing stock and offer but none of these measures` cost-benefit is not analysed neither beforehand nor once the measures are implemented. Current results of many years of housing policies and laws are dubious as many households are still facing economic overburden to keep on payments or have even suffered evictions and social housing is often also unaffordable. The objectives of the project are twofold: a) first, to gather reliable data on housing (empty properties, prospective behaviour of the market, impact of new public policies/laws, etc), to analyse it and to draw up conclucions in order to generate models for intervention from a policy and law perspective. b) To economically assess the new laws and institutions generated by the UNESCO Housing Chair of University Rovira i Virgili (http://housing.urv.cat/en/cover/) such as the impact of the intermediate tenures in the housing market, how the proper training of real estate conveyancers will impact the housing market positively, etc. The candidate should have knowledge of statistics and econometrics (eg. use of Stata database) and a vague knowledge of law will be sufficient. Finally, it is worth to mention that the researchers will join an engaging team of 14 inter-disciplinary researchers of the UNESCO Housing Chair at URV, which is the single Housing Institute in Spain with a international approach. The Chair`s researchers have published 72 books and articles in 9 countries and have delivered 173 speeches in 25 countries only in the last three years. The Chair has been leading or has been involved in 14 national and international funded projects.
