DEPARTMENT OF HIGHER EDUCATION - HISTORICALLY DISADVANTAGED INSTITUTIONS (HDI) DEVELOPMENT

DEPUTY DIRECTOR (FIVE- YEAR CONTRACT POSITION)

RESPONSIBILITIES:

The incumbent will be responsible for the following:

  • HDI project management;
  • To assist universities with their budgets and related queries;
  • To administer project budget virements;
  • To ensure the appropriate, effective and efficient use of:
  • The HDI Development Grant;
  • The HDI Development Grant;
  • The HDI Development Grant Criteria;
  • Managing any HDI Development Grant related matters;
  • Monitoring the HDI Development Grant;
  • To make recommendations to senior management on the HDI Development Grant;
  • To prepare submissions to senior management on release or withholding of funds;
  • To suggest relevant interventions required to improve oversight of the grant;
  • Assessments of mid-year and annual expenditure progress reports;
  • Conducting institutional site visits with universities.

 

MINIMUM REQUIREMENTS:

  • An appropriate three year Degree or equivalent qualification relevant to this post;
  • At least five years’ experience in the management of, or working with budgets and expenditure reports or related work;
  • Ability and experience in writing reports;
  • Knowledge of, and insight into of the higher education landscape;
  • Possess a valid Driver’s Licence.

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Project Management experience;
  • Knowledge in financial management;
  • Knowledge of, and insight into of the higher education landscape;
  • Knowledge and understanding of government’s transformation agenda within Higher Education;
  • Knowledge of the Higher Education Transformation Challenges;
  • Ability to handle large sets of data;
  • Ability to manage budgets;
  • Ability to be  conversant and efficient with IT (in particular excel and word processing);
  • Ability to provide effective responses to queries;
  • Excellent reading, report writing and communication skills;
  • Ability to supervise, manage a team of employees;
  • Ability to render efficient  stakeholder support;
  • Ability to work in a team;
  • Planning and time management skills;
  • Professional;
  • Client orientated;
  • Integrity;
  • Committed;
  • Ability to work under pressure.

 

ADDED ADVANTAGES AND PREFERENCES

  • A relevant Post Graduate qualification will be an advantage.

The all-inclusive remuneration package for this contract position will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines.
