Place-Based Industrial Strategy in Low-Growth Local Economies

A fully funded studentship awarded by the Economic and Social Research Council (ESRC) South Coast Doctoral Training Partnership (SCDTP)

The Government’s (2017) Green Paper calls for place to be a key pillar of industrial strategy and local economic policies and there is much debate about how to aid and improve low-productivity economies and firms. The aim of this project would be to examine the role and potential of industrial strategy of in low-growth economies. It would examine whether elements of place-based industrial policies have grown in low-growth, low-productivity urban economies. Second, it would consider what more industrial policies could do to aid and raise the productivity and inclusive growth performance of these less economically successful areas.

Research questions:

1.  What place-based industrial policieshaveemerged in low-productivity, lowgrowth urban economies and how do these connect with other local economic policies?

2.  What is the potential of place-based industrial policy to raise the productivity and growth of firms in these areas?

3.  How might these policies be delivered (for example through devolution and localism) to ensure that growth is inclusive (e.g. reduces rates of poverty and inequality)?

Skills required of the PhD student:

The student would need a background in economics, geography, politics, sociology or town planning, and be alive to both economic and governance issues. They should be familiar with social statistics and have some quantitative skills, as well as being able to carry out qualitative analysis of local policy development, including interview work. However, any given student is likely to give considerably greater emphasis to either the quantitative or qualitative elements of the work.

Funding

South Coast DTP Funding provides an annual maintenance grant (tax free) of £14553, plus payment of all programme fees.  Other funding available for SCDTP funded students can be found on the SCDTP website (southcoastdtp.ac.uk).

Funding is provided for 3 years full-time PhD study (pro-rata for part-time students).  Applications for 1+3 funding for students completing a Master's year prior to the commencement of PhD study are also welcome (details available atsouthcoastdtp.ac.uk).
