Job Purpose

This role is responsible for the policies, procedures and day to day management of the treasury needs of the University, incorporating oversight of foreign currency, cash, investments and loans portfolios with a view to delivering the associated strategies and reporting to the relevant committees and trustees. The post holder also provides support to the BPAS Investment and Funding committee.

The role is responsible for one member of staff and forms part of the Corporate Accounting team within the Financial Services section of the Finance Office which is led by the Deputy Director of Finance. Close working with the Head of Transaction Services is also required to ensure that funds available for investment and the timing of funds required for operations are effectively managed.

The Treasury manager is an important post for the University and it is imperative that the individual in role strikes the right balance between technical expertise and working within a University environment; engaging and influencing a wide range of stakeholders from fellow finance professionals, senior University management and members of Investment committees. The role has both strategic and operational delivery aspects.
 

Person Specification

• Finance and Treasury experience with large businesses involving complex arrangements and delivering Treasury management services in a commercial environment
• Good understanding of accounting standards and particularly accounting for financial instruments and investments
• Good understanding of corporate risk management techniques for balance sheet
• Strong IT skills with experience in development, testing and roll out of Treasury systems and processes
• High energy and enthusiasm
• A leader who is also able to act as a team player and able to work across Treasury, Accounting and Business units
• Ability to communicate effectively at all levels with experience of senior/Board reporting
• Confident communication skills in challenging situations with an ability to convert technical information for non-technical people
• Able to work in a flexible manner and meet changing priorities
• Comfortable with delivering and championing continual change in relation to Treasury functions
• Some understanding of Banking, Capital Markets and Treasury related taxation issues
