As a member of the Plant Engineering Department, the Plant Engineer Electrical and I/C Systems performs two primary roles one as a system supervisor and the second as a maintenance/reliability function. Through analysis of equipment history, process data, operating procedures and Failure Modes Effect Analysis, the Plant Engineer is responsible for the system operational performance and engineering basis information. Responsible for providing varied technical utility support to ensure cGMP compliance and ongoing efficient operations in production and research facilities and the site. This includes the major utility and operating systems as steam generation & distribution, compressed air, chilled water generation & distribution, boiler feed water systems, ammonia systems, 600 psi natural gas, Fuel oil and refrigerants. Work with partners in Utilities, Facility Management, Strategy, MRL, MMD, and GES solve system problems .

The primary activities include and are not limited to the following:

Receives guidance and direction from immediate supervisor while assisting in the development of short term assignment and long term strategies.

Interfaces with internal and external groups, gains consensus and contributes to reliable and effective teamwork.

- Develop and maintain the system engineering basis information, which includes the following items: drawings, performance parameters, hydraulic models, and equipment manuals
- Support operations and maintenance supervisors in ensuring that system equipment is maintained in compliance with all safety, environmental, and quality requirements.
- Prepares technical documentation (HECPs, SOPs, PMs, & commissioning procedures) on as needed basis for the following types of systems and/or equipment: Fuel Oil, Steam, Ammonia, Acid, Caustic, Boiler Feedwater, Chilled Water, Condenser Water, Lube Oil, Refrigerant, High Pressure Natural Gas (600 Psi) and Compressed Air
- Perform root cause failure analysis on equipment failures and develop strategies to prevent recurrence.
- Serve as technical liaison for capital projects to ensure reliability, maintainability and operability of installed equipment.
- Responsible for participating in new equipment installations by interfacing with equipment vendors and recommending spare parts, selecting lubrication processes and assisting process project engineers. Performing initial de-bug and redesign operations to make equipment operable.
- Monitor the performance of maintenance metrics, investigate variance from targets and implement action items to improve performance.
- Apply technical skills and ingenuity to correct equipment and system problems that result in downtime or consume excessive maintenance resources or energy.
- Responsible for the change control process for assigned systems (evaluation, approval, communication, planning scheduling, validation and project documentation, auditing, training, implementation). Must ensure regulatory requirements are maintained and all information is current and accurate.
- Provide technical support for to operations and maintenance supervisors in powerhouse and chiller facilities
- Execute activities to meet system performance targets.

Qualifications

Education:

- Bachelor’s Degree
Required:

- Minimum of five years’ experience in I&C maintenance and operations utility plant, chemical, petro-chemical
- Minimum of two years of experience in executing Capital Projects
- Minimum of 3 years of experience working with these types of control disciplines: Advanced Process Control (APC), Distributed Control Systems (DCS), Supervisory Control and Data Acquisition (SCADA) and Programmable logic Controllers (PLC)
- Experience in using the following software: PI Process Book and Maximo
- Experience in coordinating work with Merck Union craft and operators
- Capable of communicating with multidiscipline team members
- Working knowledge of OSHA industrial and NFPA standards, including electrical safety-related work practices and arc flash.
- Technical problem-solving abilities.
- Ability to handle and prioritize a large number of simultaneous assignments and quickly adapt to changes in business priorities.
- Ability to quickly address issues and develop solutions to minimize compliance risk and improve utility and facility reliability.
- Program management skills with an understanding of strategic vision and significant attention to detail.
Preferred:

- Professional Designations: Professional Engineering License, Certified Energy Manager.
- Three (3) years’ of experience with one or more Merck West Point utility and facility systems.
- Experience in dealing with agencies and management of professionals outside of Merck.
- Lean, Six Sigma Black Belt/Green Belt certification, or equal experience in application.
- Knowledge and experience in project and facilities management. Understanding of, and experience with, Merck Capital and Profit Planning processes.
- Working knowledge of OSHA 1910.269 and 1910.119, and NFPA 70E and 110.
- Completion of OSHA 30-Hour training.
- Experience using PI Process Book, Excel, MAXIMO, and analytical modeling tools.
- Two years of experience with Merck West Point Equipment Modification Requirements Procedure 15
- Two years of experience with Electrical Power System Troubleshooting
- Two years of engineering experience with Merck West Point Central Utility Systems
