Department of Finance Payroll Manager (post level 7)

Duties and responsibilities:

  • Coordinate and manage the payroll function and team.
  • Ensure compliance with all applicable legislation, specifically employee tax, UIF, the Compensation for Occupational Injuries and Diseases Act, et cetera. This includes timely submission of all required returns and payments to third parties.
  • Liaise with all payroll-related internal and external audits.
  • Responsible for the reconciliation of all payroll accounts in the general ledger.
  • Report with regard to the supporting of internal reporting requirements.
  • Involve in projects to ensure continual improvement and standardisation of payroll operations and systems.
  • Maintain the payroll systems, procedures and policies, standard processes and procedures for all financial functions to ensure adherence to the University's guidelines and legislation.
  • Administer the University employee benefit deductions, including the pension scheme, group life insurance, spouse insurance, medical schemes and all other deductions from employees.
  • Calculate and review salary scales and increments.
  • Develop and update payroll reference manual for managers.
  • Ensure effective communication with the senior management on any payroll-related matters.
  • Respond to employee inquiries in a timely manner.
  • Responsible for management, training and development of personnel to enhance their performance and development and improve the work product in order to ensure accurate and timely processing and efficient operation of the Payroll Division.
  • Evaluate employees, address development opportunities/strengths and provide both formal periodic reviews and informal feedback.
  • Provide assistance with the salary claims process as needed.

    Inherent requirements:

  • B. Accounting or relevant degree with Accounting and Taxation.
  • Five (5) years' applicable work experience.
  •  

    Required competencies:

  • Advanced computer skills.
  • Ability to function in a team, but also to work independently.
  • Self-assertiveness and the ability to work with persons in senior positions.
  • Ability to deal with conflict.
  • Good interpersonal skills.
  • Good communication skills and a sense of responsibility.
  • Sound administrative and organisational skills.
