With the guidance of the Vice President, Public Health and Scientific Affairs, the Executive Director, Public Health Partnerships is responsible for creating an enabling environment for vaccine development and expanded population vaccine coverage through strategic engagement with assigned governmental, scientific, academic and public health organizations. These organizations could include HHS, CDC, NVPO, BARDA, DoD, DARPA, USAID, WHO (public health engagement), Schools of Public Health as well as interagency collaborations, philanthropic, public and private sector partnerships in public health. This leader is also responsible for stakeholder interactions with key organizations to co-create innovative solutions that address emerging and cross-cutting issues related to vaccine science and technology. Examples of emerging and/or crosscutting issues include: disease surveillance, ongoing monitoring of vaccine effectiveness and impact, vaccine confidence, the development of innovative partnership models to address global health challenges and public health preparedness.

Specific Responsibilities:

Primary responsibility of the leader is to seek opportunities for shared value by fostering meaningful and durable relationships with the staff and leadership (as appropriate) of key organizations:

- Identify and prioritize unmet needs, untapped opportunities and emerging issues, and stimulate filling of scientific, medical and regulatory science gaps through a robust understanding of the state of the science, decision makers and influencers, industry dynamics and Merck capabilities.

- Lead development of strategy and engagement plans (in collaboration with the Executive Director, Public Health Strategy and Partnership Development) to meet these needs/opportunities with a focus on partnerships/collaborations, stakeholder relationships, access to information and resources, and external outreach and communications.

- Champion the design and launch of novel collaborations and partnerships that advance scientific innovation, maximize population health impact and optimize the value of Merck’s vaccine pipeline.

- Serve as an ambassador of Merck with the broader scientific community through active participation in relevant scientific committees, advisory boards, scientific meetings and conferences, publications and other methods of external outreach.

- Ensure cross-divisional and cross-functional alignment through coordination of strategies and activities with relevant internal constituencies who have “touch points” with these organizations including MRL (Merck Research Laboratories), MMD (Merck Manufacturing Division), Regions, Chief Medical Office/Global Center for Scientific Affairs, Medical Affairs, the Merck Vaccines’ commercial organization, Business Development, etc.

Qualifications

Education:

Required: Advanced Degree in Public Health, Public Policy, Epidemiology, Health Sciences or other relevant degree

- Preferred: MD and/or Ph.D.
Required Experience:

- Minimum of (8) years experience in Vaccines and/or Infectious Diseases (preferably in Public Policy, Public Health or Research and Development)

- Demonstrated track record of establishing trusted and meaningful relationships with distinguished public health organizations and leaders

- Experience in stakeholder planning and account management

- Substantial knowledge of the broad vaccine landscape and key decision makers and influencers (including scientific leaders, government officials, global immunization advocates and other public health leaders)

- Demonstrated ability to influence, communicate and collaborate effectively with internal and external audiences.

- Proven ability to evaluate complex problems and design and implement creative and novel solutions.

- Strong Interpersonal, written and external communications

- 30% Travel

Preferred Experience:

- Experience working for or in partnership with key public health organizations in the U.S. (e.g. CDC, HHS, DoD, BARDA, etc.) and/or internationally (e.g. WHO, PAHO, Ministries of Health, etc.)

- Authorship in peer reviewed publications

- Understanding of the Merck Vaccines product portfolio or pipeline
