The Associate Director of Advocacy and Professional Affairs Oncology has primary responsibility to plan, manage and facilitate relationships with Professional Societies including assessment and monitoring of independent medical educational activities (CME and non-CME). This individual must be prepared to act in a primary liaison function to national medical and scientific organizations. Additional responsibilities include knowledge and management of organizational strategic focus, inter-departmental activities, current clinical and scientific concepts, internal and external governing policies as well as adult learning modalities in medical education, contract negotiation and interpretation, budget and project management, and vendor management. This individual must demonstrate skills in the following areas: Business acumen, Interpersonal Skills, Influence, Communication, Adult Learning Principles, Planning & Organizing, and Teamwork.

- Identify and uphold compliant best practices to support long-term professional organization relationships through programs & activities of mutual interest.
- Develop therapeutically aligned strategic professional relations and educational plans.
- Serve in a liaison function to national medical and scientific organizations to facilitate successful implementation of independent programs with organization leadership and executive staff.
- Initiate and manage the development, delivery and outcome metrics of independent educational programming which includes activities at professional society meetings, stand-alone educational activities and emerging technological approaches utilizing adult learning principles.
- Prepare, negotiate, obtain and monitor operating budget for approved programs, including Professional Society, Patient Advocacy & Continuing Medical Education (CME) activities.
- Maintain appropriate processes and financial controls to ensure completion of programs within established budgets.
- Ensure compliance with existing guidelines (FDA, ACCME, AMA, OIG, CME, CIA, PPSA, et al.) as they pertain to professional relations, patient advocacy and independent medical education as well as Merck's internal standards based on its interpretation of the applicable laws and regulations.

Qualifications

Education:

- Requirement: BA/BS Degree
- Preferred: MBA, PhD or credentialed healthcare professional degree (PharmD, NP, PA)

Required:

- Minimum five (5) years’ experience in the pharmaceutical industry or with professional medical organizations.
Preferred

- Previous external facing position or experience in oncology
- Demonstrated understanding of the processes, drivers and barriers of external advocacy groups, professional societies, regulatory organizations and education to align strategic planning and initiatives.
- Ability to lead, build rapport with stakeholders across organizations, levels and divisions to enhance Merck's presence as a leader; manage conflicts between stakeholders; coordinate activities between US and global teams; utilize effective interpersonal interactions to develop relationships with executive staff and leadership of key external organizations.
- Ability to identify key stakeholders across the organizations and recognize opportunities to develop strategically aligned plans; negotiates across divisions and functional areas to secure funding for key initiatives; skill in impacting others without formal authority.
- Ability to articulate complex scientific information effectively across internal and external stakeholders; utilize effective written and verbal communications to disseminate knowledge to internal colleagues; conveys compliance procedures to key stakeholders, customers and vendors.
- Utilize knowledge and understanding of adult behavioral modification theory and tactics to develop educational programs; utilize multi-modal educational activities to change behavior and improve patient care; align educational initiatives with adult learning principles to deliver maximum impact.
- Manage complexity effectively across multiple stakeholders, organizations, and projects; works through ambiguity and uncertainty to enable accurate delivery of key milestones; prioritize stakeholder requests to deliver timely results; identify fiscal requirements to set and manage budget.
- Excellent project management skills
- Strong strategic thinking and analytic skills
