DEPUTY DIRECTOR: STUDENT HOUSING (FIVE-YEAR CONTRACT APPOINTMENT)

PEROMNES POST LEVEL 6

RESPONSIBILITIES:

The incumbent will be responsible for the following:

  • Overseeing and managing the administrative support functions related to the implementation of the student housing programme, including scheduling of stakeholder engagement meetings, compiling/collating reports, briefing notes and attending to student housing enquiries;
  • Providing secretariat services for various teams on student housing programmes;
  • Drafting submissions to the Director-General/Minister for approval of  student housing project plans;
  • Ad hoc logistics/administrative tasks including taking forward processes and initiatives emanating from the Ministerial Committee on the Review of the Provision of student Housing, and student housing site visits, speeches, replies to media and parliamentary questions;
  • Developing and maintaining an information database for student housing and related requests.

 

MINIMUM REQUIREMENTS:

  • Candidates must be in possession of recognised three-year degree or equivalent;
  • Qualification must have a specialisation area such as Financial/Economic/Accounting/ Administration/Public management, or be linked to the built environment/facilities management/IT-databases;
  • Candidates must have a minimum of five years’ relevant work experience with at least three years at Junior Management level;
  • Experience in project management and administration, or database maintenance, or experience in managing student housing or other accommodation projects (managing of large projects with a budget for example of at least R50 million).

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge of the following:
    • Public Finance Management Act (PFMA) and applicable Treasury Regulations;
    • Legal and policy framework governing the university sector;
    • MTEF budget processes, public finance management and administration;
  • Computer literacy (Advanced: MS Word, Excel, PowerPoint);
  • Ability to communicate effectively, both verbally and in writing;
  • Analytical skills;
  • Planning and organising skills;
  • Monitoring and evaluation skills;
  • Professionalism;
  • Stakeholder management skills;
  • Ability to handle large sets of data and manage budgets;
  • Ability to supervise and manage a team of employees, and to work in a team.

 

ADDED ADVANTAGES AND PREFERENCES:

  • Post School Education and Training experience (PSET).

The all-inclusive remuneration package for this contract position will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines.
