SECTOR PLANNING, MONITORING, EVALUATION AND SUPPORT PROGRAMME (SPMESP)

DIRECTOR: INFRASTRUCTURE (FIVE-YEAR CONTRACT APPOINTMENT)

RESPONSIBILITIES:

The incumbent will be responsible for:

  • Infrastructure management, monitoring and oversight;
  • Managing and assessing new infrastructure project plans for approval by the Minister to ensure cost effectiveness and value for money;
  • Developing and maintaining the Macro Infrastructure Planning Framework;
  • Monitoring new infrastructure developments funded though the infrastructure and efficiency grant and ensure effective and efficient use of the earmarked funds;
  • Assessing annual infrastructure progress reports submitted by universities to ensure effective and appropriate use of infrastructure funds, including the drafting of submissions to the DG/Minister for the approval and amendment of project plans and release of earmarked funds;
  • Managing processes linked to the alienation and long term lease of property in terms of the HE Act;
  • Managing and overseeing the Student Housing Infrastructure Programme and all tasks related to university specific projects, including engagements with other government departments;
  • Undertaking and arranging quarterly meetings with new universities and monitoring and overseeing the development of infrastructure and maintenance thereof;
  • Compiling annual monitoring and oversight reports for use of the infrastructure and efficiency grant, and for the new universities for the infrastructure and operational grants;
  • Other duties include but are not limited to: drafting speeches, briefing notes, and replies to parliamentary and media questions; presentations to different stakeholders; quarterly reporting on SIP 14 infrastructure project; developing policy and guidelines; travelling to and meetings with universities for various purposes; management of staff members in the Directorate; management of the Directorate budget and inputs into budgets, strategic plan, quarterly and annual reports of the Branch.

 

MINIMUM REQUIREMENTS:

  • Professional degree or equivalent qualification in the Built Environment, Property Development, Engineering, or other relevant field;
  • At least five years’ experience relevant to infrastructure projects;
  • Managing of large projects with a budget of at least R50 million (example);
  • Proven financial management experience within a project management context.

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge of the built environment and relevant legislation;
  • Knowledge of relevant Treasury Regulations;
  • Project management;
  • Ability to manage budgets;
  • Ability to provide effective responses to queries;
  • Excellent reading, writing and communication skills;
  • Ability to supervise, manage a team of employees;
  • Ability to manage multiple projects and related finances;
  • Ability to render efficient  stakeholder support;

ADDED ADVANTAGES AND PREFERENCES:

  • Professional qualification in the Built Environment;
  • Management of infrastructure projects/project management in the university sector, especially student housing;
  • Knowledge of the post-school education and training sector.

 

PLEASE NOTE:

The all-inclusive remuneration package for this contract position will be R 961,400.31 per annum.
