This post is supported by a grant from the Global Commission on the Economy and Climate, and looks to explore stories of success from cities engaging in climate action in the developing world.

Cities have emerged as pivotal actors in the fight against climate change. The 3.9 billion inhabitants of cities in 2015 were responsible for 67-76% of energy use, 71-76% of carbon emissions and more than 80% of all economy activity globally. Positioned between local actors and national governments, cities are the link between urban actions and regional and national planning, are laboratories of policy and regulation, and are one of the first places where non-state actors can engage with policymaking. Additionally, cities are the location of many of the world’s national and international institutions, providing them with unique capacity to address climate change at a local level while influencing decision making at a global level. 

This analysis will focus on uncovering and exploring cases where developing cities have found ways to address climate change while simultaneously positively impacting on other urban challenges. These could include reducing urban poverty, improving air quality, enhancing mobility, and decreasing inequality. Crucial to telling these stories in a way that applies both to individual cases and to global cities more generally, will be uncovering the key contingencies: the factors that determine whether a policy was a success or failure.
