Overview

Palladian Partners, an Altarum company, is looking for four full-time Evidence-Based Practice (EBP) Facilitators to work onsite at one of four military sites. The sites include: David Grant USAF Medical Center on the Travis Air Force Base in Fairfield, CA, Naval Medical Center San Diego in San Diego, CA, Naval Medical Center Portsmouth in Norfolk, VA, and Wilford Hall Ambulatory Surgical Center on the Lackland Air Force Base in San Antonio, TX. This is a civilian position and will be in support of Palladian’s contract with the TriService Nursing Research Program (TSNRP). TSNRP fosters military nursing excellence by developing and strengthening the TriService community of nurse scholars, by generating new knowledge in military nursing, and by translating that knowledge into practice.

Responsibilities

The EBP Facilitator will directly support EBP nursing efforts at both local and regional levels, and serve as one of several facilitators of TSNRP’s efforts to expand EBP activities across the Military Health System (MHS). The primary focus of the role is on training, mentoring, and encouraging EBP efforts among the nursing staff at a military treatment facility (MTF) in both the inpatient and outpatient settings. This includes serving as a role model to hospital and medical staff and helping nurses select appropriate EBP topics, develop a strong PICO(T) question, form inter-professional teams, review and synthesize published literature, select appropriate outcome measures, analyze and evaluate the outcomes, and disseminate the results of the project. The EBP Facilitator will directly support organization-wide EBP teams that further the goals of the hospital leadership team, especially the senior nurse leader.

The EBP Facilitator is expected to function autonomously and develop long-term goals with plans to address those goals. The EBP Facilitator position requires a foundation of clinical knowledge, organizational function, data analysis abilities, and strong written and verbal communication skills.

Essential Job Functions

  • Demonstrates the following EBP competencies:
  • Questions clinical practices for the purpose of improving the quality of care
  • Describes clinical problems using internal evidence
  • Participates in the formulation of clinical questions using the PICO(T) format
  • Searches for external evidence to answer focused clinical questions
  • Participates in critical appraisal of pre-appraised evidence
  • Participates in the critical appraisal of published research studies to determine their strength and applicability to clinical practice
  • Participates in the evaluation and synthesis of a body of evidence gathered to determine its strength and applicability to clinical practice
  • Collects practice data systematically as internal evidence for clinical decision making in the care of individuals, groups, and populations
  • Integrates evidence gathered from external and internal sources in order to plan evidence-based practice changes
  • Implements practice changes based on evidence, clinical expertise, and patient preferences to improve care processes and patient outcomes
  • Evaluates outcomes of evidence-based decisions and practice changes for individuals, groups, and populations to determine best practices
  • Disseminates best practices supported by evidence to improve quality of care and patient outcomes
  • Participates in strategies to sustain an evidence-based practice culture (competencies from Melnyk, 2014 article titled “The establishment of evidence-based practice competencies for practicing registered nurses and advanced practice nurses in real-world clinical settings: proficiencies to improve healthcare quality, reliability, patient outcomes, and costs.”)
  • Actively participates in, or leads, a local EBP council
  • Serves as a mentor to staff for EBP projects
  • Develops, implements, and maintains processes that support EBP efforts at the MTF and throughout the region
  • Provides input to TSNRP on how to enhance EBP efforts across the MHS
  • Actively leads at least one ongoing EBP project
  • Identifies centrally available clinical and business data to support EBP projects
  • Assists with development and implementation of EBP training for nurses at all levels, to include outlying (geographically separated) facilities
  • Assists appropriate clinical staff and nursing committees to incorporate EBP principles
  • Exhibits responsibility and accountability for assigned work, and works independently
  • Balances multiple tasks/projects while meeting organizational standards
  • Demonstrates detail orientation and follow-through on all assigned tasks
  • Uses various software programs to develop, generate, and update documentation
  • Demonstrates effective skills in all forms of communication
  • Adapts to flexible work schedules and frequent interruptions

Qualifications

  • Active registered nursing license
  • Bachelor’s degree in nursing (at a minimum) or advanced nursing degree (preferred)
  • Completion of formal, 3-credit, graduate-level EBP course or equivalent
  • Experience conducting EBP projects
