Dimensions and Impact

The increasing demands for multiple and complex strands of IT work to deliver this key initiative which involves cross application processes driven by data that is shared across multiple systems and the delivery of multiple environments, is key to the organisational strategy. The Project and Delivery Manager will be responsible for leading a holistic, efficient and effective approach to delivering this initiative and transitioning us to this new system and ways of working based on new methodologies and technologies.

The Project and Delivery Manager will be responsible for developing a strategically important capability that will allow the University to respond quickly and in an agile way to any rapidly changing internal and external factors.

The primary responsibility of the Project and Delivery Manager is to provide project and delivery leadership across IT Services to enable the successful IT delivery of the new HR and Finance system, developing a holistic understanding of the IT requirements and effectively managing the project teams which will be made up of staff across a number of teams in the Service. The role will deliver quality software solutions on time and to budget that meet the needs of the organisation and will also plan the transition to ongoing third line support. They will report into Application Services but will have dotted reported lines to both the PMO and Infrastructure Services Management teams, continually improving the performance of the department and the quality of our services.

The successful candidate will be a talented Project and Delivery Manager with proven experience in successfully managing and driving forward large, complex projects and experienced in understanding, defining, and managing the technical resource required to successfully deliver the project.They will have the technical knowledge required to translate requirements into technical delivery.

With a proven track record of project management and significant experience of managing and delivering similar projects and working with key stakeholders within a complex, multi-faceted organisation, the post holder will be able to use their initiative to rapidly drive forward activity; develop relationships with senior colleagues to work collaboratively on taking the project plan forward; taking decisions where appropriate; addressing barriers and making things happen across a range of complex deliverables. The post holder must be a good team worker with excellent interpersonal skills and it is essential that they have a background in delivering similar technical projects and proven experience of working with technical teams to successful plan and delivery the outcomes required in a timely manner.

  • Must be able to effectively communicate with user/customer areas to understand their requirements and then deliver them.Must have good supervisory and coaching skills to manage, motivate and develop staff.Must be able to provide advice to others and often required to persuade them to follow a particular course of action.

  • Must be able to anticipate, interpret and assess customer needs, identifying trends, generating original ideas and testing innovative solutions. May have to resolve issues, which may not have arisen before, relying on own experience and judgement, but with regard to wider implications across the University.

 

Organisational Skills

  • A proven people manager – collaborative, clear, supportive, diligent and effective at managing performance. Must be able to manage a group of Developers, DBA’s, other application and infrastructure resources across a several functions and ensure all relevant targets and goals are achieved, within allocated budget/resource constraints. Must be able to plan and organise individual and or team activity to meet broader defined objectives.Must be able to integrate and co-ordinate work across different parts of the department and University, often on a project basis.

 

Qualifications and Experience

  • Will be an experienced professional with substantial proven experience of successfully managing large, and strategically important, technical implementation projects, and managing a professional team and resources.Will have sufficient technical skill and knowledge to be able to understand and translate requirements into technical work packages and work with the teams to plan the delivery and resourcing of these in an effective manner.
  • Must have strong software and solution development experience with a proven record of delivering and supporting complex integration and software solutions in medium to large organisations, on time and to budget.
  • Must have formal project management training and experience of resource management including capacity and demand management. Will have considerable experience of stakeholder management including stakeholder analysis and communication with all levels of stakeholders, risk management and mitigation.Must have the ability to prioritise and to schedule workloads in the face of conflicting demands and to create, and maintain effective working relationships with staff at all levels within the University.
  • Experience of delivery methodologies such as Kanban, Scrum and other agile approaches as well as experience of .NET, Java, Biztalk and Oracle would be an advantage.
