Deputy Registrar: Legal Services and Compliance (post level 5) (contract appointment: 5 years)

Purpose of the position:

  • To ensure that the University's interests are protected at all times in direct consultation with the Registrar.
  • To be responsible for providing legal services and advice to the University, the range and scope of which entails liaising directly with the legal firm retained to render legal professional services.
  • To manage the University's procedures instituted to ensure compliance with statutory requirements, and annually submit reports to Senate and Council as appropriate detailing compliance activities.
  • To manage student disciplinary matters and create, adapt and maintain an effective General Registry.


Duties and responsibilities:

  • Manage the processes implemented to ensure compliance with statutory requirements.
  • Review and update the list of Acts of Parliament and their related Regulations that govern University activities.
  • Communicate all altered or expanded statutory requirements to affected Heads of Departments and other structures in the University.
  • Provide legal services and advice to entities and managers within the University.
  • In consultation with the Registrar, instruct the legal firm retained to render legal professional services, to draft contracts and to institute and/or defend legal action in order to protect the University's interests.
  • Maintain the records of the University, by creating and operating a General Registry to serve as a secure efficient repository for contracts and documentation to complement the Student Registry.
  • Ensure that application forms for admission and registration are consistent with the Statute and Rules of the University and form a fair contract between the UFS and the student.
  • Ensure marketing campaigns are consistent with the UFS website information.
  • Ensure that rehabilitative and effective student disciplinary procedures are operational.


Inherent requirements:

  • An applicable Honour's degree.
  • Five (5) years' experience in management, preferably at a tertiary institution
  • Experience in contractual and/or legal administration.

Knowledge and skills required:

  • Excellent leadership, management and customer communication skills.
  • Excellent interpersonal skills.
  • Good awareness of higher education developments and the associated regulatory processes.
  • Strong written and verbal communication skills and a proven ability to meet deadlines.

 

Recommendations:

  • An applicable Master's or Doctoral degree.
  • A legal background and higher education administrative experience.
  • Knowledge of and experience as well as demonstrable competence in the most effective processes of Student Academic Administration and Management of Graduations.
  • Knowledge and experience of Corporate Governance, specifically the King IV code of corporate governance.

 

Term of office:

  • Five (5) years, with the possibility of reappointment for a further term.


Assumption of duties:

As soon as possible.
